Airspace arrangements must enhance safety and efficiency

Discussions on air navigation arrangements must fundamentally be based on technical and operational considerations to ensure safety and efficiency of civil aviation, Singapore’s Acting Minister for Transport, Vivian Balakrishnan said on 7 Mar.

Dr. Balakrishnan noted that both Malaysia and Indonesia had expressed concern over their airspace, and that Singapore is willing to address this matter.

He added that proper arrangements, in accordance with the rules, requirements and decisions set by the International Civil Aviation Organization (ICAO), should there be any changes.

Discussions on the maritime dispute between Singapore and Malaysia have made “reasonable progress” and that Dr. Balakrishnan hopes to make some joint announcements within the next two weeks.

Separately, Dr. Balakrishnan stressed that the dispute would not affect the viability of Singapore’s upcoming Tuas Terminal.

As for the Kuala Lumpur-Singapore High-Speed Rail (HSR) project, Dr. Balakrishnan said that Singapore has yet to receive any proposals from Malaysia on reducing costs. He also said that Singapore welcomes any proposals and looks forward to working with Malaysia when the project resumes.

On the Johor Bharu-Singapore Rapid Transit System (RTS) Link, the construction will probably be delayed after Malaysia recently asked for another deadline extension, he explained. Additionally, Dr. Balakrishnan believes that the RTS project is a “mutually beneficial project” and that Singapore remains fully committed to implementing this project as per the RTS Link Bilateral Agreement.
