The suspect, clad in a red polo shirt, black pants, and slippers, arrived at Clementi Avenue 4 around 10.20 am, accompanied by law enforcement officers. The area, encompassing Block 311B, 311C, along with a nearby playground and multi-story car park, was cordoned off as Toh was taken to revisit the location.
Toh Chee Hong, aged 50, had previously been charged with the murder of 41-year-old Khoo Chin Wah Winson, and he was apprehended at the scene after the incident occurred the previous Monday. The alleged attack happened around Trivelis, a Housing Board development under the Design, Build, and Sell Scheme. Access within the vicinity is restricted through card access and gated lift lobbies.
According to CNA, the suspect, restrained in black restraints, was escorted to several significant locations during the revisit. The group first visited the 19th floor of Block 311C for approximately 50 minutes before proceeding to an open area near the foot of the block and then to the pick-up and drop-off area. Toh was then taken to the multi-story car park, where he answered questions from investigators before boarding an unmarked black van, which departed the scene at about 11.40 am.
The dramatic turn of events attracted the attention of curious onlookers who surrounded the area, taking photos and videos of the suspect and the heavy police presence. reported hearing screaming at approximately 5 pm on the day of the incident, followed by witnessing a woman shouting for an ambulance and a man urging someone to “stop it.” A resident also observed a man lying on the void deck with blood on his hands and face, still moving, while someone attempted cardiopulmonary resuscitation.
If convicted, Toh faces the death penalty. The prosecutor had sought his remand for a week, including permission for a “scene revisitation” and to recover more evidence.
