Two men charged for bribing ICA officer with sexual favours to get visit passes

Two Indian nationals have been charged in court for allegedly offering sexual acts as bribes to an Immigration & Checkpoints Authority (ICA) officer in exchange for help with their visit pass applications.

On 18 September 2025, the Corrupt Practices Investigation Bureau (CPIB) announced that 29-year-old Arya Monu and 22-year-old Bharat each face one charge under the Prevention of Corruption Act.

Investigations revealed that Monu and Bharat separately gave sexual favours to 55-year-old Singaporean Kannan S/O Morice Rajagopal Jayaram, who was then an ICA inspector. In return, Kannan was expected to help them with their short-term visit pass applications.

This comes after Kannan was sentenced to 22 months in jail on 11 September 2025. He had earlier been found guilty of receiving sexual favours from six foreigners in exchange for assisting with their ICA applications.

CPIB reminded the public that Singapore takes a zero-tolerance approach towards corruption.

Anyone convicted of a corruption offence under Section 6 of the Prevention of Corruption Act may face a fine of up to S$100,000, a jail term of up to five years, or both.

The bureau added that it investigates all corruption complaints and reports, even anonymous ones. Members of the public can report suspected corruption cases through the CPIB website, email, hotline, or by writing to its headquarters.
