PAP Announces New Sengkang Team for GE2025 — Dr Lam Pin Min Returns with 3 New Faces

The People’s Action Party (PAP) has officially introduced its team for Sengkang GRC in the upcoming General Election, and it’s a mix of experience and fresh energy.

Leading the team is Dr Lam Pin Min, who previously served as a Member of Parliament (MP) for Sengkang West and was also a Senior Minister of State in the Ministry of Transport and Ministry of Health. Although PAP lost Sengkang to the Workers’ Party (WP) in 2020, Dr Lam has remained on the ground, continuing his work as a grassroots advisor.

He’s also currently the CEO of Eagle Eye Centre, a private eye specialist clinic. His medical background and policy experience give him insight into both healthcare and transport — two areas that are especially important to residents in fast-growing estates like Sengkang.

New Sengkang Team

But Dr Lam won’t be going solo. He’s joined by three first-time candidates who bring diverse experience to the table:

1. Associate Professor Elmie Nekmat, 43

Elmie is a communications lecturer at the National University of Singapore (NUS) and holds a PhD in communication and media. His research focuses on how people engage with information in the digital space — especially relevant today with the spread of misinformation online.

As someone deeply involved in education and media literacy, Elmie brings a strong voice on how young families can raise digitally-savvy children, and how communities can stay informed and united in an online world. His experience as an educator also positions him well to understand the needs of Sengkang’s many young parents.

2. Theodora Lai, 39

Theodora is a partner at a deep tech venture and previously held senior positions at Amazon Web Services and GovTech. She has a background in political science and economics, and her career has spanned both public service and the private tech sector.

She’s passionate about harnessing technology to make life better — whether it’s smarter government services or creating job opportunities in new industries. For Sengkang, which is home to many young professionals and tech-savvy families, her experience could help bring ideas on how to future-proof careers and make digital services more resident-friendly.

3. Bernadette Giam, 38

Bernadette is a company director with experience in business operations and international markets. She’s also a grassroots volunteer and has worked closely with local families and seniors.

She understands what it means to balance work, family, and caregiving — something many Sengkang residents can relate to. Bernadette is especially interested in supporting young families with better childcare options and more inclusive workplaces, as well as looking out for seniors in the estate.

Why this Sengkang team matters

Sengkang GRC is one of the youngest towns in Singapore, full of families with kids, working professionals, and new homeowners. In 2020, the Workers’ Party team won the GRC with 52.12% of the vote, making it only the second time an opposition party has captured a GRC.

This new PAP team is clearly tailored to the profile of Sengkang. You have:

  • A medical doctor with policymaking experience (Dr Lam)

  • An academic expert in digital communications (Dr Elmie)

  • A tech business leader with public sector knowledge (Theodora)

  • A hands-on working mother with business and grassroots experience (Bernadette)

Together, they offer a blend of real-world expertise and fresh perspectives. The hope? That their combined strengths will help bring practical solutions to everyday issues like education, digital readiness, family support, estate upgrades, and community building.
