Despite her lawsuit and being convicted for harassing her neighbours in Yishun, the woman did not stop her harassment at all. In the end, her neighbour who is staying on the same floor could not take it and sold the unit to a new owner who bought the house for $380,000.

According to Zaobao, the new owner moved in two weeks ago.

Reportedly, the woman, Tan Siew Ngoh, lives on the fifth floor of Block 112 on Yishun Ring Road and she has been regularly harassing her neighbours on the fourth and sixth floors for years. The harassments include throwing masks, throwing used sanitary pads, sprinkling salt, pouring oil, shit, and urine, etc. at her neighbours’ doors and corridors.

In 2018, Tan pleaded guilty to various charges including public nuisance and mischief and was sentenced to six months of probation.

One of the victims, Mr Lee, notified the newspaper by e-mail a few days ago, saying that the woman has made a comeback, and her harassment has gotten from bad to worse. According to Mr Lee, she has been harassing her neighbours almost every day.

A reporter from Xinming Daily visited the area on 27 October and realised that the one metre-high barrier built by residents staying on the 5th floor to keep out their nuisance neighbour has been removed, and no rubbish was seen in the corridor as well. After finding out more, the reporter found that the resident who originally lived in the unit next door to Tan had sold the unit and moved out, while the new homeowner moved into the unit two weeks ago.

The new homeowner, Mr. Weng, told the reporter that he had no idea about the harassment created by Tan. He described that he visited the house on 1 May this year and decided to buy the unit a few days later. During the meeting with the former owner, the other party also did not mention the various acts of harassment caused by Tan.

“At first the owner asked for the price of $398,000, but I offered $380,000 in the end as I thought the price was reasonable. When I looked at the house, there were no partitions or canvases in the corridor, but I noticed that there was CCTV. I thought it was there because of burglary or some neighbor disputes. I did check with the previous owner, but the owner did not reveal much except I was told that the neighbour next door would occasionally cause some disturbance,” said Mr Weng.

Mr Weng expressed that while he hoped that Tan would not cause any more trouble, he would not back off either if she starts causing inconvenience to him. “I’ve seen her and greeted her a few times. If she gives me peace, I will respect her too,” he added.
